The Government is decidedly difficult to discipline the majority on the budget guidelines for 2010. After a heated debate on the reform of the tax, members have created the surprise in voting Friday, by 44 votes to 40, an amendment requiring banks an additional tax to the tax (10) paid the next year. For its author, Didier Migaud (PS), this would bring the France of the countries that, like the United States or the Germany, "better protected their patrimonial interests when they helped their banks. The Swiss Government, for example, paid 5.6 billion euros to UBS and obtained almost 1 billion in exchange for either a return on investment of approximately 30, argued, when "for our part, we helped the BNP height of just over 5 billion and obtained 220 million euros of interest".
A "technical" error

Even if they have not voted for, members UMP new Centre were likely to support his initiative. "This proposal is not populist or demagogic: she is pragmatic", argued Chantal Brunel (UMP), adding that "when help, it will pay!". "". "In reality, Madam Minister, claiming not to speculate, you hide under moral considerations which was a very heavy Management error", added Jérôme Cahuzac (PS) to the address of Christine Lagarde. Forced to make a gesture, the Minister of economy suggested that banks contribute more to the Fund of guarantee of deposits (EUR 300 million) and that they finance banking supervision (EUR 100 million). "Mr Migaud, you are extraordinarily persuasive and you've convinced me of the need to pay the banks, but not for the same causes, not with the same effects, not for the same duration", was it justified.
Nevertheless, Migaud amendment was adopted. Embarrassed, the Government has challenged the vote citing a "technical" error: Jean-François Lamour (UMP) would not rely on the proper key. The explanation has not convinced: "It is a double Olympic fencing champion who says we have missed a key!" has Litvinenko PS. A new vote will be held today to cancel the Migaud amendment. The Government raised the recall of troops to ensure a broad majority this time.
Road: a system customized
It is much more discreetly that the members and the Government voted a series of exemptions to the carbon tax. Carriers have thus obtained a custom. Originally, it was intended as donors of order (Carrefour, Ikea, etc) supports the carbon tax on the goods which was delivered to them, but the Government has made vote an amendment their finances any financial burden. And the road will however not pay in their place: they themselves partially exempt, will be at least four years (to 36 in 2010). The shortfall for the State is at least 300 million euros per year.
Similarly, an amendment was passed to delay the entry into force of the measure in the overseas departments of six months. The Government believes that "the ongoing consultation following the crisis of this spring (...)". "reason to take additional time." Will also exempt the disabled in a wheelchair, members, or small size, these "with no other option to move to use a personal vehicle adapted".
