This concern for the cost of training is found in all sectors of activity

Nicolas Sarkozy tomorrow will unveil its "emergency plan" for the employment of young people. A few guidelines are already known, as paid civic service or the strengthening of the contracts of employment (CIE) ("Les Echos" from April 16) initiative. Just as it seems clear that a number of large French companies Accor, Total, Danone should enhance their efforts. But behind these important initiatives, there are thousands of French SMEs which are often reluctant to hire young people. According to those interviewed by "Les echos", the largest brake comes from training and its cost. And, in this context, the idea yesterday morning by François Fillon "to ensure that with the help of the State, businesses can prérecruter, despite the crisis, young people whom we know that they will soon need", the leaves not indifferent. Like the idea of allowing young people to "resume the formations that equipped them best when the crisis will be over."

This concern for the cost of training is found in all sectors of activity. Philippe Peyrard, Delegate General Manager of the opticians Atol, the risk for a small group to form a young employee and to see quickly poached, is a real brake. He suggests and "the new employer reimburses the cost of training to the previous" when an employee, who received training, exchange of business quickly. Otherwise, Philippe Peyrard has capitalized on the students, "who have an accessible cost for SMEs", and implemented a system for the newcomers by the oldest accompanying to avoid too much turnover: "It is a"junior-senior-referee"system that allowed me to stabilize the workforce," he explains.

Boost expected

"Form or put in place a system of tutors costs time and money", also judge Jerome Frantz, Director-General of the society Frantz electrolysis. Located north of Paris, the company employs about 10 of employees in less than 30 years but had to reduce its workforce because of crisis in the automotive sector. "When there is resumed I am certainly going to rehire him, but I'm afraid of not having enough employees confirmed to train them and serve as guardians for new hires", he explained, in holding that it must "find a way to help SMEs to train these young employees with a lower cost." This leads him to point the finger at the current level of the minimum wage: in a small business where the range of remuneration is often limited, it is difficult to "hire young people not trained to a level often comparable to that of some confirmed employees."

The sound of a Bell is no different in Cécile Viano, founder of Ursula and Zoé, a Parisian private crèche. "Since the creation, I there employs nine people whose seven were less than 28 years", she says, assuming "the choice" of having initiated in IFA staff out of the school. "But it requires considerable energy", recognizes, assuming that the Government boost would be appreciated. If a device in the pre-recruitment is in place, it would be so ready to hire now to train its employees in its first crèche and make work then in that it plans to open in six months.
